The Penguin Suit Allows Mario to throw Ice Balls like with the Ice Flower, and it also allows Better Swimming underwater. Interestingly in New Super Mario Bros Wii there was another Power up that could do everything the Ice Flower could do, and More, the Penguin Suit.

The Ice Flower has Functioned this way for every Future Main Series Mario Title that they were Featured in. The Ice Flower Reappears again in New Super Mario Bros Wii, This time Functioning as the Ice Version of the Fire Flower, Instead of Damaging Regular enemies, it Turns them into Blocks of Ice, which Mario can Grab and Throw, or use as Platforms. The Ice Flower appears as a Power up in Super Mario Galaxy, However it had a Different Effect, This Power up Freezes Water and Allows Mario to Walk or Skate on the Ice he Creates with this Flower, However it has a time Limit. They allow Mario, Luigi, Baby Mario and Baby Luigi to shoot Ice Balls that Randomly Lowers a Foe's Attack, Defense, and/or Speed. The Ice Flower's First Official Appearance was in the Spin off Mario & Luigi Partners in Time as a Special Attack. The First Technical Appearance of Ice Flowers was Super Mario Bros 3, Where a Blue Colored Fire Flower appeared in the Spade Panel Minigame(which is basically a Slot Machine).
